This official ASTM guide is released to provide the industry professionals with a good overview and guidance for the proper selection and further implementation of the FMS by ship operators and owners. The abbreviation FMS stands for the Fleet Management Systems. Such system is mission critical 24x265 and is generally a computer system consisting of one or more LITP and one or more SITP, which are the land-based and shipboard information technology platforms, correspondingly. The SITP enables multiple computers on board the ship to share the data and to communicate with the other ships or with the shore base.

The SITP itself consists of several components, such as the hardware, software, data repository, procedures providing the ability to store and transfer data. It is not the actual intention of the authors of this document to deal with all requirements that are applicable to SITP, forming a path for the data for the direct controlling of the operations and conditions of ships or their systems. It shall be possible for all navigation equipment belonging to the Navigational Equipment Bus to be able to operate and display all essential data , being totally independent of the FMS. Same applies to the units resident on the Control, Monitoring and Alarm Bus. All values in this document are in SI units.
