GUIDELINES FOR THE IMPLEMENTATION OF MARPOL ANNEX V
Since the initial 2016 release of the present Guidelines, the MEPC of the IMO has significantly revised the content of the Annex V to the MARPOL Convention dealing with the marine pollution by garbage. That review incorporated the resolution 60/30 by the General Assembly of UN and the revision of the Annex addressed the need for the revised Guidelines. As a result of the combined efforts, the present Guidelines were officially adopted at the 36th session of MEPC with the intention of the authors and editors to assist the States and maritime industry in proper implementation of the Annex V. Among the main declared objectives of this book are to assist the contracting governments with the development and subsequent enacting of the relevant domestic legislation, to assist the owners and operators of the vessels as well as equipment makers and owners of the cargo in complying with the provisions of the Annex V, and also to assist the operators of ports and terminals in making the assessment of the need for the adequate reception facilities for the garbage that is generated on all types of vessels, and providing them in ports and terminals. The book has been arranged in the sections providing a general regulatory framework.
