This Maritime Security Manual developed and released by IMO is intended to provide the industry professionals with consolidated guidelines on the implementation of the amendments SOLAS adopted in 2001, related to the ship security. These amendments are included a newly established Chapter Xl-2 of the Convention named "Special measures to enhance maritime security" which enshrined the ISPS Code. Throughout this Maritime Security Manual, these measures are referred to as the Maritime Security Measures. The guidance provided in this Manual is addressed primarily to Government officials exercising the responsibilities that the MS Measures mentioned above place on Contracting Governments, employees of the port facilities who do exercise the responsibilities that the Maritime Security Measures place on port faciliities, and the employees of the shipping companies, including crew members, who exercise the responsibilities that such measures place on shipping companies and their vessels. The guidance may also be relevant to those responsible for any responsibility related to the security at port facilities, in poits and on ships.
