   The purpose of the study is to analyze, for the GTMO 5+5 and the opportunity and the economic and legal feasibility of the implementation of a Safety due of the maritime navigation, as a transit charge to be paid by the ships crossing maritime waters of the coastal States, and to estimate the contribution of such a device to improve the capacity of these countries ui their surveillance of maritime navigation and service aids to navigation, according to a decision of the Ministers of the GTMO 5+5. The objectives of the study were as follows: Diagnosis of the navigation aids systems set up by the coastal States, in particular by the countries of the GTMO 5+5; Analysis of the needs, in particular funding needs, for the development of these means in consideration of evolution of the maritime traffic and the international regulations in this field; Method of an operational approach and legal provision to set up a due as a tool of potential financing of such systems; Impact of the possible implementation of this due for coastal States and for ships; Elaboration, on the basis of the above-mentioned elements of analysis, of an argument allowing to draw the attention of international authorities concerned by the potential interest of this project. All these objectives, excepted the first one, were reached and the provisional final outputs were presented to the group of experts of the GTMO 5-5 in Barcelona on June 8th, 2012. Concerning the diagnosis of the countries of the GTMO 5+5. planned to be based on the feedback of the questionnaire in Annex B) adopted before the start of the study, it appeared necessary, due to the heterogeneous and delayed answers, to replace this part of the study by a more general approach, supported mainly by external information collected from other countries.
