PARIS MOU NEW INSPECTION REGIME — AIDE—MEMOIRE

This is a very small, only two-page paper which provides the information related to the relatively newly introduced "inspection regime" of the Paris MOU on PSC in force since January 2011. A new system of targeting vessels was implemented in order to properly determine how often particular ships are selected to be inspected and also replace the existing practice of the previous regime where a pre-determined percentage of the individual ships were chosen for the inspection.

This would typically rely on the company performance plus on the ship risk profile. This new inspection regime is imposing completely new master's obligations directly relating to the reporting for every vessel arriving in the ports/anchorages or leaving them in the Paris MOU. The risk profile is replacing the "target factor" which is in place, and implies classification of the vessels into three fundamental categories on the basis of the technical details of ship inspections.

These three categories are LRS, SRS and HRS, standing for the low-risk, standard risk and, finally, high-risk ships. The list of criteria used for the subject profile include type/age of the vessel, number of detentions and deficiencies, company performance, Flag and RO performance and other factors...

PANAMA CANAL - OP NOTICES TO SHIPPING

Here is the collection of the the OP Notices officially issued by Panama Canal authorities. The pack consists of thirteen publications. The first one is titled "Vessel requirements" has been arranged in four major parts addressing the effective date and cancellation of the notice, it's purpose and scope, communication channels, navigation bridge features that are required on transiting ships; in addition to that, the boarding arrangements required by the Panama Canal authorities have been dealt with, together with the procedure for embarking/disembarking during the transit.

The second publication is "Harbor operations" and it lists the regulations and rules that are applicable to the control of the ships movement in the Panama Canal. The third paper, "Communication on transit activities" presents a compilation of the means of communicating pertaining to the transit activities. The remaining documents address the illegal activities, official transits, guest transits, courtesy transits, embarkation and disembarkation at the time of the transit, transit reservation system, attachment of ships by PM tribunals, investigation of the accidents, operation testing of the equipment, small commercial/non-commercial craft operation, PCSOPEP requirements, and ISPS Code requirements.

PACKAGE LIMITATION

The information in the present publication has been compiled from the materials previously released by Gard AS. The book starts with The Hague Rules and The Hague-Visby Rules followed by the SDR Protocol 1979 and The Hamburg Rules. The rest of the publication is dedicated to the maps and data tables for Africa, North America, South America, Asia and Europe. The document was compiled and released by the Gard As in 2009.

The publication will be great interest to people directly involved in the activities relating to the marine insurance. The maps are showing the application of the Rules - i.e. Hague Rules, Principles of Hague Rules, Hague-Visby Rules, Principles of Hague-Visby Rules, or Hamburg Rules and Principles of Hamburg Rules in the certain geographical areas. The data tables are arranged in four columns; the first column lists the countries, the second column shows the rule to apply, i.e. Hague/Hague-Visby/Hamburg or their equivalent; the third column provides the date the Rule was enacted; finally, the last column contains the actual package limitation.

For example, for Burkina Faso we will see that the Rules to apply will be Hamburg Rules enacted in November 1992, and the associated package limitation would be SDR 835 per unit/package or 2.5 per kg of the cargo's gross weight, whichever higher...

PACIFIC LADY — THE FIRST WOMAN TO SAIL SOLO ACROSS THE WORLDS LARGEST OCEAN

This publication will definitely deserve its place in the list of your favorite books, the one no one can put down. The book will tell the readers a truly fascinating story of an absolutely unusual woman. It features many excellent descriptions of sailing in a small sailboat in the open ocean.

What the readers did like most in this book was the approach taken by the author being totally honest with them about all the problems she had to face at open sea when sailing alone, just imagine how interesting, difficult and even dangerous that was. There were both physical and psychological problems she did encounter; however, it shall be noted how she did describe the sailing, the beautiful things she managed to focus on and this will make the reader go through virtually all the crap they do.

This memoir by Sharon Adams is exciting and so inspiring, recounting the personal path that is leading to her achievements - her childhood spent in the high desert of Oregon, early marriage followed by the painful divorce, so many difficulties that she had to face in her life. In fact, she discovered sailing almost by accident and just six weeks after her first lesson she purchased a sailing boat; eight months after that she managed to set out the world record...
