All readers who have a look in this remarkably detailed and interesting title, will definitely find all beginnings of the naval attacks of the Spanish Main, commerce voyages of Hawkings, Drakes fascinating career, as well as attacks that have been directly sanctioned by Queen Elizabeth on Spanish areas and fleets, and many other relevant aspects.

The author of the book has provided a very comprehensive description of the different types of vessels, addressing their strengths and weaknesses. Among the other interesting points we would mention the relevant tactical doctrines that have seriously influenced both Spanish and English naval warfare, with the English warfare investing mainly in speed and firepower and the Spanish warfare investing in short-ranged firepower and boarding actions.

Numerous illustrative plates prepared by Angus McBride are really excellent. In short, the readers all around the planet have treated this volume as a worthy and truly impartial introduction to the subject, providing all required information about the topics covered. EFFECTIVENESS OF INTERNATIONAL REGULATION OF POLLUTION CONTROLS — THE CASE OF THE GOVERNANCE OF SHIP EMISSIONS

This document replaces an interim report of January 2012 and concerns the effectiveness of international regulations on ship's sulphur emissions, based on observation of ship inspections in the United Kingdom and Sweden and on interviews with regulators, inspectors and industry stakeholders. A second, related report is planned on issues concerning the enforcement of prospective regulations on vessels' carbon emissions.

There is currently a 'culture of compliance' in the industry, but operator compliance depends crucially on the perception that one's competitors are also compliant — the 'level playing field'. Only fragmentary lab-test evidence of compliance levels is available. On the one hand, some commercial laboratories have made available summaries of the test results from large numbers of samples sent to them for commercial purposes. These results are mainly valuable as an indicator of the proportions of off-spec fuel being supplied as bunkers, rather than as an indicator of regulatory avoidance, since ship operators practicing regulatory avoidance are unlikely to send samples for testing.

On the other hand, some authorities, such as the Swedish Maritime Administration and the Dutch Human Environment and Transport Inspectorate, are collecting quasi random fuel samples for testing, but the numbers of such samples are small and some of the sampling may be intelligence-led...

DNV OFFSHORE SERVICE SPECIFICATION — OFFSHORE RISER SYSTEMS

Offshore Service Specification no. DNV-OSS-302 is dedicated to the Offshore Riser Systems. It was released by Det Norske Veritas in October 2010 and remains the latest edition of the document. It was last amended in 2012 and all changes have been reflected on page 3 of the Specification. The document consists of three major parts - General, Technical Approach, and Service Overview.

As one of the leaders in the classification, DNV provides the offshore industry with services relating to the dynamic riser systems. In this definition, "dynamic" means non-stationary riser. Metallic and composite risers, umbilicals, flexible pipes and loading hoses are included in the "dynamic riser systems" notation. The main objectives of this OSS are to describe the overall competence and experience of DNV Class Society relating to such systems, and to describe the technical advisory, verification and certification services offered by DNV for dynamic riser systems.

This OSS is used by DNV as a reference when preparing proposals to the Clients, providing a clear understanding of the scope of work to be done. The document itself consists of three major sections supplemented with two appendixes...
