IACS COMMON STRUCTURAL RULES FOR BULK CARRIERS AND OIL TANKERS

The IACS CSR for Bulk Carriers and Oil Tankers released in 2014 consist of two parts - General Hull Requirements and Ship Types. The first part covers rule general principles, general arrangement design, structural design principles, loads, hull girder strength, hull local scantling, direct strength analysis, buckling, fatigue, other structures, superstructure, deckhouses and hull outfitting, construction, and ship in operation - renewal criteria. The second part of the book addresses bulk carriers and oil tankers, specifically.

These IACS CSR shall apply to the bulk carriers and oil tankers constructed with double hull, self-propelled and with unrestricted area of navigation, that were contracted on or after July 2015. The typical structural arrangements of the vessels dealt with in these Rules assume double bottom of the depth complying with the requirements of the applicable statutory instruments, and the engine room located abaft the tank/cargo hold area. Note that the Rules do not apply to ore and combination carriers, woodchip carriers, cement, sugar and fly ash carriers (if loading and discharge is not done by grabs heavier than ten tons or power shovels and any other means which might possibly damage the structure of the cargo hold), and the vessels with the construction of the inner bottom adapted for self-unloading of the cargo.

CCS GUIDELINES FOR SELECTIVE OVERCURRENT PROTECTION FOR ELECTRICAL SYSTEMS OF SHIPS

The present document will provide guidance related to the selective overcurrent protection installed on the shipboard electrical systems. Subject fault is commonly observed in the shipboard electrical installations and may result in blackout as well as loss of maneuverability, collisions or fires. Some relevant provisions are contained in the CCS Rules.

These guidelines shall apply to the vessels having a main power station with the total capacity exceeding 250 kVA. There are three main chapters in the document. The first chapter provides general introduction while the second chapter is dealing with the application of normal protective devices including circuit breakers, fuses and differential relays.

The third chapter addresses the selective overcurrent protection in the electrical systems covering general requirements, protection between main and emergency bus bars, main and emergency lighting bus bar, main generators and downstream devices etc. There are two appendices giving examples of the coordination analysis of the selective overcurrent protection of the shipboard electrical systems. A needful publication providing necessary information on the subject.

CCS GUIDELINES FOR SURVEY OF OIL FLOATING STORAGE VESSELS FIXES AT ANCHORAGE

The present guidelines issued by the China Register will be applicable to the classification surveys conducted on oil FSVs, standing for the floating storage vessels in order to confirm their compliance with the conditions including laid-up double hull oil tankers with the cargo tanks and relevant hull systems having oil storage function, and fixed anchorage in the restricted marine environment with the offshore distance not more than twenty nautical miles.

Note that the guidelines contained in this publication do not apply to the newly constructed oil floating storage vessels or units. The content of this compact volume is arranged in three parts, and the first part provides general introductory information including class notations, plans and documentation, and statutory requirements.

The second chapter is dealing with the survey and certification including issuance and endorsements of the relevant statutory certificates. Finally, the last chapter of the guidebook addresses the technical requirements, covering the class requirements and ship-to-ship transfer. The booklet is expected to be of practical interest to all persons engaged in subject activities.

CCS GUIDELINES FOR TESTING AND SURVEY OF EXHAUST GAS CLEANING SYSTEMS

The guidelines contained in this publication released by China Register are applicable to the EGCS, standing for the exhaust gas cleaning systems and they may also serve as useful and practical references to be used by the manufactures of marine products, ship owners and shipyards carrying out required testing on subject units either on board vessels or at test bed.

They specify the technical requirements for the testing, certification and verification of the exhaust gas cleaning systems and are also intended to demonstrate that the sulphur oxide emissions from vessels having EGC systems installed on board are in due compliance with the MARPOL regulations. The publication opens with general information on application of the requirements followed by the survey and certification requirements.

The main part of the document is dealing with the approval, safety and certification requirements presented in schemes A and B including plans and documents, emission testing and measurements, technical manual and verification procedures to be used on board, OMM, i.e. onboard monitoring manual, ship compliance information and washwater related information. There is some additional information in the appendices concluding the guidebook.

CCS GUIDELINES FOR THE APPLICATION OF STEEL SANDWICH PANEL CONSTRUCTION TO SHIP STRUCTURE

The guidelines officially published by China Register to cover the application of the steel sandwich panels to the construction of vessel structures. The content of the document is setting down all applicable criteria to be used for the assessment of the vessel structures that have been constructed using the SSP, i.e. steel sandwich panels as well as all other requirements contained in the CCS Rules for Classification of Sea-Going Ships.

Note that the guidance provided in the volume shall apply to the mono hull vessels featuring normal form, hull proportion, speed and constructed, either partly or in whole, using the above mentioned panels. The document also provides technical requirements to be taken into consideration during new construction of the hulls as well as overlay construction to the existing vessels. The latter shall only be applicable when the thickness taken after diminution is not less than fifty per cent of the original thickness of the particular plate.

While the opening section is introductory and contains some general information, the next two sections are dealing with the materials, including core material and components together with their testing, and construction procedures. The remaining sections of the guidebook are covering design basis for the panel and arrangement of the primary support members. The typical node design is addressed in the appendix.
